The Corporate Affairs Agents (CAAs) are the sharply-dressed bureaucrats sent directly by Central Command to the station responsible for identifying any violations of Standard Operating Procedures or Space Law within departments and reporting said violations to the appropriate authority - with a fax machine to the big guys for when shit hits the fan. They report SOP violations to the relevant department head, and report Space Law violations to Security.

Ultimately, CAA's have NanoTrasen's best interests at mind. They exist outside of the chain of command, which does not mean they get a pass to ignore heads of staff and act as they please, but rather are authorized to report not only regular crewmembers and security, but also heads of staff and even the captain (to Central Command via fax machine).

The CAA also acts as a human resources agent, acting as a mediator for disputes between the station's crewmembers, who are definitely well-meaning, approachable, and not at all insane, and offering legal consultation to those who need it.

Overall, the CAA is a heavily roleplay-focused job, and it's up to you to know SOP and Space Law well (or have wiki pages handy). You're essentially a safety inspector, corporate liaison, and a human resources agent all in one neat little package.

Duties

You're an impartial and unbiased auditor, arbitrator, stalker, and investigator with Central Command's best interests in mind. A lean, mean, corporate machine on Space Station 13, if you're one for sick rhymes at inappropriate times.

Here's some do's and do not's to get you started.

Do

  • Keep your eyes peeled - Walk around the station, in and out of departments, and observe what's happening, but also ask questions. Take note of SOP violations and report them to the relevant head of staff, usually via PDA. Take note of Space Law violations and report them to security, with your handy-dandy security radio access. It's important to observe, but it's just as important to ask questions to find additional information which may otherwise not have been reported.
  • Remember your mission - Remember, you're a professional corporate suck-up agent here to serve NanoTrasen's best interests. This means it's up to YOU to keep all crew -- including Security and Command -- in check, and file reports as necessary. However, you should not be religiously enforcing SOP when emergency situations arise where it would make 0 sense to do so.
  • Watch security - Contrary to what security would tell you, they are not, in fact, the law. Space Law is! And it's up to you to make sure Security stays in line with Standard Operating Procedures and Space Law. This means you should be making sure proper sentences are in place for their respective crimes, and Security is not being abusive. Complaints should be taken to the Head of Security. If that doesn't work, take it to the Captain.
  • Manage HR - It falls under YOU to manage civil disputes between crewmembers. Is spaceman X continuously harassing spaceman Y? Bring them into your office to resolve the issue. If that doesn't work, you can try filing a restraining order with the victims. Defuse the situation before it becomes something worse.
  • Remind people you're available - Your PDA has a "Send-to-all" function available for a reason. Remind people you're there to help by letting them know that you do, in fact, exist, and are available to inspect departments, help resolve disputes, offer legal advice, and more. Conversely, make sure to pay attention and listen for any requests for your presence you might receive yourself, whether they be via PDA, radio, or something else.

Do not

  • Threaten - Do not wave your faxing abilities around as some kind of club. Threats help nobody, make you look stupid, and, conveniently, security officers actually have clubs.
  • Validhunt - It's not your job to hunt down and apprehend the bad guys; that's for the grunts. Your job is to report SOP violations and breaches of Space Law to the appropriate authority and ensure the station runs smoothly.
  • Wait around in your office - There is always something to do out there, but you have to go out and seek it first. Look for SOP & Space Law violations around the station, ensure Security follows proper protocol and sentencing procedures, and ask if heads of staff or even regular crewmembers need help. Sitting alone in your office won't get much done.
  • Take sides - You're meant to be an unbiased third-party. If there is a situation that may result in a biased investigation, such as one involving a friend or any other crewmember you may have emotional attachment to, hand it over to another CAA. A biased investigation is worse than no investigation at all.
  • Act on allegations - Do not act on allegations. Ensure you have proper evidence before you take any action, or you risk your credibility being damaged. Write notes, take photos, and ask witnesses. For example, if crewmember X has a complaint about crewmember Y doing bad thing Z, do not immediately act; gather evidence and figure out what actually happened before making any moves.
  • Fax Central Command over minor disputes - You should not be faxing the man upstairs for, say, things like abusive security. You should take the issue to the Head of Security instead. If the Head of Security is uncooperative, take it to the Captain instead. If the Captain can't deal with it, then it would be appropriate to fax the head honchos.

They're Just... Ignoring Me

Let's say you notice the geneticist is distributing cluwne mutators. Tsk tsk, that simply won't do. You decide to PDA the Chief Medical Officer, and suggest that they give the geneticist a stern talking-to. You give the CMO a few minutes to handle the situation. If they get back to you and the situation is resolved, everything is fine and dandy. If the CMO brushes you off or ignores you, they might just be busy in the moment. Check back on them a little later, and remind them again. If the CMO was hostile to you from the get-go or still ignores you, you may want to seek them out and try to talk in-person. If you feel, at that point, the CMO is neglecting to manage their department properly, it may be time to pay a visit to the Captain.

The Nuclear Option

Faxing Central Command should be the absolute last resort. There's pretty much two scenarios where you should be faxing them: if there's some extreme emergency (i.e. hostile alien takeover, a rampant eldritch cult out and about in the hallways, holy shit they're at my door please send someone, etc), or if the chain of command has utterly failed and the captain is violating space law or breaking SOP without any valid reason.

Do not send faxes over any issue that hasn't made its way up through the chain of command. It is only when everyone -- from the original perpetrator to the department head to the captain himself -- has failed in resolving the issue. This is the important part. If Shitsec Jones is beating up a prisoner, talk to his boss. If that doesn't work, talk to his boss's boss. If that doesn't work, then it would be time to talk to his boss's boss's boss.

  • Which departments is the CAA allowed to investigate? - All departments fall under the watchful eye of Corporate Affairs, including security and command. That's the point of the CAA - to be an unbiased, third-party investigator into departmental issues and act as a sort of checks-and-balances system.
  • When is the CAA's actions unreasonable? - The CAA should have NanoTrasen's best interests in mind. Thus, if the CAA is religiously demanding SOP be enforced when it would make no sense to do so (i.e. hostile takeover during green alert, and the CAA keeps screeching at security about lethal weaponry), the CAA is taking unreasonable action.
  • Okay, but what can I do if the CAA is acting unreasonably? - The communications console in the bridge can send messages to Central Command. After a simple majority vote to determine if the CAA is in the wrong, report the CAA's behavior to Central Command and await further instructions.
  • What can the CAA do to resolve an issue? - The CAA conducts an unbiased investigation as a third-party, contacting witnesses and potentially gathering physical evidence (with the aid of a Detective or Security Officer). Once complete, the CAA presents the findings to the relevant head of staff, along with a suggested course of action. The CAA cannot make decisions that would fall under a head of staff.
