Use of Deadly Force

As a member of the stations Security force you are one of the best armed and protected people on the station, equipped with the almost latest in non-lethal takedown technology. It is for this reason that the situations that warrant the use of Deadly Force are few and far between, in the grand majority of circumstances you will be expected to use your stun weapons, which indeed are many times more effective than lethal options, to diffuse a situation.

There are a few circumstances where deadly force is permissible:

  • Code Red Situation - situations which would warrant a Code Red, such as: full blown mutinies, hostile boarding parties, and Space Wizards automatically authorize lethal force.
    Note: The Alert Status is not required to be elevated to Code Red as in most of these scenarios the Chain of Command will be too damaged or otherwise occupied to raise the Alert Level.
  • Non-Lethal Weapons Ineffective - The target has a very high resistance or immunity to non-lethal weapons (such as through drugs, armor, magic, mutations or other means) which make them ineffective when correctly deployed.
  • Severe Personal Risk - sometimes getting close enough to a target to slap the cuffs on will create significant personal risk to the Officer. Deadly force from range is recommended to subdue Wizards and confirmed Changelings.
    • Criminals in hostile environments such as space, fire, or plasma leaks also fall into this category, as do criminals believed to be in possession of high explosives. Ranged lethal force is the only reasonable option in these conditions.
  • Armed and Dangerous - if a suspect is in possession of weapons, including stun weapons, and you have reasonable suspicion that they will use these against you, lethal force is permitted. Although in the majority of cases it is still preferable to attempt to detain them non-lethally.
    • Unauthorized personnel in the armory are considered by default to be Armed and Dangerous, maximum force is permitted to subdue such targets.
  • Multiple Hostiles - it can be extremely difficult to detain multiple hostiles. As a last resort if you are being mobbed you may deploy your baton in a harmful manner to thin the crowd. Generally it is better to retreat and regroup than stand your ground.
  • Uncontainable - if a prisoner turns out to be uncontainable and there is no way to contain them reliably, then a permanent sentence always warrants an execution. For example; unpreventable teleportation abilities or the ability to smash through reinforced walls and more.

You may happen upon other places on this wiki mentioning Deadly Force. These may be safely disregarded. **The following section is the definitive and final last word on any discussions related to the usage of Deadly Force.**

Deadly Force is defined as follows:

"Any action by Security personnel that is reasonably expected to cause death or physical harm, or is otherwise intended to subjugate a target through means of actively causing damage to their body."

Anything falling outside of this definition cannot ever be classified as legal usage of Deadly Force, and is to be treated as assault up to prime murder, as applicable.

    • Deadly Force is forbidden in all circumstances except the specific situations listed below.**

If a situation does not match one of these conditions exactly, Deadly Force is not authorized.

    • Non‑lethal equipment must be used whenever it is capable of resolving the situation.**

Authorized Situations

1. Station Alerts

The station alert state may allow usage of Deadly Force. For this to be the case, any of the following must occur:

  • The station alert has been formally raised to Red or above.
  • The acting commander has verbally and clearly stated on radio or intercoms that the station is under code red (or above) or martial law.
  • A situation is present that would ordinarily warrant a code red (or above) alert state, but no command is present on the station.

During such station alerts, consult with standard SOP regulation on the authorization regarding Deadly Force.

2. Non‑Lethal Weapons Ineffective

Deadly Force may be utilized if either of the following is true:

  • Non‑lethal weapons have been used correctly and shown to have no effect.
  • The target is known to be fully immune to non‑lethal methods.

In the case of a potentially armed subject, Deadly Force can be utilized if all of the following are true:

  • An officer has reasonable suspicion that a suspect is armed, including stun weapons.
  • The suspect has taken clear action showing intent to use it.

Exception: Any unauthorized person inside the armory is automatically considered armed and actively dangerous.

5. Overwhelming Numbers

In the case of overwhelming numbers of hostiles, Deadly Force is authorized when all of the following are true:

  • The officer is physically attacked by three or more hostile individuals.
  • Retreat is impossible.
6. Uncontainable Suspect

A target may prove uncontainable using reasonable methods. In such cases, Deadly Force is authorized when all of the following are true:

  • The target has abilities or tools that make all containment methods ineffective.
  • The target has already attempted escape using those abilities.

Absolute Prohibitions

    • Deadly Force is never permitted:**
  • As punishment or intimidation, without the captain's authorization as part of a capital class sentence.
  • Against fleeing or unarmed individuals unless they meet an authorized category.
  • When any non‑lethal options remain effective.
  • Based on suspicion or incomplete information.
